QUEZON CITY – The Department of Transportation (DOTr) and the Department of Information and Communications Technology (DICT) on Thursday (July 10) officially launched the Online Driver’s License Renewal System (ODLRS) of the Land Transportation Office (LTO) at the Bulwagang Romeo F. Edu in LTO-Central Office here.
In a press conference, DOTr Secretary Vince B. Dizon said “this is the launch of the ODLRS with the DICT and the LTO.” The ODLRS is accessible and available online, with payment on medical examination.
The medical certificate will be issued by the doctor online.
The text about the successful license renewal will be received by the applicant.
Dizon said ” the President (President Ferdinand R. Marcos, Jr.) has directed the DOTr and the DICT to facilitate the transaction of the public.”
“The President has repeatedly instructed the DOTr and6the dict to make the license renewal online,” he added.
Dizon stressed that the system will be made easier through the DOTr and the DICT.
He pointed out that the payment is also online through the bank, GCash, Maya and BDO.
The medical examination is also done online.
” The President really studied the accessibility and applicability of the system whether here or abroad,” Dizon said.
Dizon assured that the system has undergone multiple tests and the technical problem is caused by the integrity of the Wi-Fi connection.
He said that the result of the license renewal online can be picked up by the applicant during office hours.
“We can automate all the requirements online such as telemedicine, application, but if it needs practical, it should be practical,” Dizon said.
“Online-generated license will be uploaded on the applicant’s file, as well as Driver’s Education exam and the medical exam,” Dizon said.
He explained that the application online will be printed by the LTO District Office within the day and the e-gov would then say that the driver’s iccense is now available.
Dizon said that the delivery fee will depend on the courier such as Air 21 or LBC.
He added that any problems about the system may be coursed through the e-gov app.
“The valid e-license is now available in the e-gov app. This is also based on the instruction of the President to make all government transactions easier to the public,” Dizon said.
He assured that the e-license is now available in the e-gov app, which can be accessed even offline.
*All the government agencies have their own respective systems and it would be difficult to have different apps,” Dizon said.
“Practical driving exam is the biggest challenge, which will be made more stricter, especially for big vehicles such as trucks and buses,” he added.
“Since the MMDA (Metro Manila Development Authority) is the prime implementor of the NCAP (No Contact Apprehension Policy) , the DOTr is now coordinating with the MMDA in so far as the integration of the payment of violators is concerned,”, Dizon said..
The online license plate will be announced later.
Dizon warned the fixers to look for another job.
DICT Secretary Henry Aguda expressed optimism that every week an app will be launched.
Undersecretary David L. Almirol, Jr., DICT Undersecretary for E-Government (Electronic-Government), said ” there are now 75 government agencies that are already integrated in the e-gov app with the collaboration between the DOTr and the DICT.”
Almirol added that the system is still centralized such as on the specific NGA concerned.
“The President always instructs as to make government transactions convenient to the public,” he said.
“Konektadong Pinoy encourages more players (Telecoms providers) that would result in less cost to the public,” he added.
DOTr Executive Director and Acting Assistant Secretary Atty. Greg G. Pua, Jr. said” the applicant will search and enter the e-gov app.”
Pua added” the telemedicine for the medical certificate of the applicant is also done online. “
“From the e-gov app, the applicant will go to the NGA (National Government Agency) then to LTO and then to ODLRS application,” Pua said.
“The AI data is extrapolated with the National ID to ensure integrity and authenticity,” he added.
After everything is done, payment follows next that is also online.
The electronic driver’s license is now available in the e-gov app, which is as good as the physical license itself. ###
