SAN JUAN CITY — Former Ilocos Sur Governor Luis “Chavit” Singson on Friday (Sept. 19) urged the youth to spearhead the peaceful revolution against corruption in government.
In a press conference in Club Filipino, Singson said that they do not want any untoward incident to happen but only peaceful revolution against corruption.
On the investigation of flood control projects, Singson said, “Let’s prioritize Region I or Ilocos Norte amounting to P10 billion.”
Their contractors in Ilocos Norte are also the Discayas.
Singson cited that St. Matthew Construction has 962 million almost P1 billion and St. Gerrard Construction has P600 million.
“How can they know not these flood control projects,” he said.
Singson knows Baguio City Mayor Benjamin Magalong and former DPWH Secretary Rogelio “Babes” Singson, of the Independent Commission for Infrastructure (ICI) are people of integrity.
“The Discayas are also the contractors. If we wait the Senate it will take for so long,” Singson said.
He asked for a peaceful revolution to eliminate graft and corruption to be led by the youth, including the high school and college students, until all the corrupt officials resign.
He asked the military generals to allow their children to participate in the protest rallies.
The trillion pesos go to corruption.
The revolution of corruption by the student leaders because nothing will happen in government because the President who said Mahiya naman kayo.

Singson suggested that the high school and college students just don’t attend classes in their fight against corruption in government.
He said that new House Speaker Faustino “Bojie” Dy III is a good person, but “it’s the same dog with the same collar”
“Let’s just replace all the corrupt government officials,” Singson said.
This is the time for no political colors. Let’s just join together to get rid government of corrupt officials,” he added.
Singson stressed that President Marcos has no word of honor such that he did not want the impeachment of Vice President Sara Duterte but his son Rep. Sandro Marcos supported such impeachment of Duterte.
Singson joined the political party of President Marcos but what is now happening.
“If they have evidence, I will be willing to be jailed,” Singson said.
When he was Narvacan, Ilocos Sur Mayor, Singson did not take advantage of his position.
“Where will the youth go or end up, if our foreign debt is already P13 trillion?” he asked.
However, Singson would not want the peaceful revolution against corruption to end up like that of the protest actions in Nepal which is very destructive.
The former governor said that the President orders the DBM (Department of Budget and Management) to prepare the national budget and he knows everything about the national budget.
The youth should lead the peaceful revolution against corruption so that there will be no political color as it is for their future.
The students should not go to school until such time that the corrupt officials resign.
Singson is asking Magalong and Singson of the ICI to prioritize first Ilocos Norte and then Bicol Region, where Rep. Rizaldy Co was allegedly lording it over in terms of billions of pesos worth of anomalous flood control projects.
Singson also termed the arrest of former President Rodrigo Roa Duterte as kidnapping because there was no warrant of arrest.
“There is no more Solid North,” Singson said.
Singson is against political dynasty as he contradicted the political ambition of his siblings.
He stressed that President Marcos should not challenge China, especially in the South China Sea, because there are other claimant countries in the disputed territory.
“Our laws are good. Only the implementation is bad,” Singson said.
However, Singson is not sure whether the ICI will investigate the flood control projects in Ilocos Norte or Region I.
He said that nothing will happen in the investigation-in-aid of legislation being conducted by the Senate Blue Ribbon Committee on the alleged anomalous flood control projects.
Singson is also calling on the military, the religious organizations and the youth sector to lead in the change of government to get rid of the corrupt.
When Singson was young, he was the top Virginia tobacco trader in Ilocos Region but when he became Ilocos Sur Governor he divested himself from the tobacco industry as proof that he has delicadeza.
“If the President has no knowledge about the budget insertion, he is a useless President,” Singson said.
“If he (Marcos) has delicadeza, he should have stopped it,” he added.
