QUEZON CITY — The Land Transportation Office (LTO) has revoked the accreditation of a medical clinic and a driving school based in Pampanga for illegal conduct of Theoretical Driving Course (TDC) seminar.
LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II said that he appreciates activities in support of road safety, the Vosh Medical Clinic and the Seven C Driving School OPC held a TDC and student permit caravan without coordinating with the agency.
The worst part, Mendoza said, was that the participants were asked to pay P600 to P750 and were issued with a medical certificate and TDC certificate with no actual seminar that happened from Aug. 16 to 17, 2025.
“Clearly, there were numerous violations in the conduct of this illegal activity. And these violations were proven at the course of the investigation,” Mendoza said.
The LTO probe arose from information received regarding a TDC and student permit caravan held by the Vosh Medical Clinic and the Seven C Driving School OPC in Pampanga.
It was found out that neither of the two coordinated the activity with the LTO but made it appear that the activity was supported by the agency.
The activity was even advertised to be for a free TDC seminar.
The probe also established that no actual TDC seminar happened but those who paid were provided with certificates of completion.
Photos and videos of the violations were also obtained by LTO probers during the course of the investigation.
In a separate ruling signed by Mendoza, he said that the collusion “undermines the regulatory framework established by law and policy and further erodes public trust and confidence in the LTO as a regulatory and enforcement authority.”
The acts committed, he explained, are serious and grave as they involve willful breach of public duty and blatant disregard for public safety, and likewise manifested an active role in orchestrating and misleading the public that compromised the integrity of the driving education system and driver’s license issuance.
“Given the gravity of the violation, the imposition of the penalty of revocation is called for,” the ruling said.
“Wherefore, premises considered, the penalty of revocation is hereby imposed against respondents,” it added.
Mendoza said that the decisions should send a strong message to all driving schools and medical clinics accredited by the LTO to behave and strictly follow the regulations.###
