QUEZON CITY — New Land Transportation Office (LTO) Chief Markus V. Lacanilao has laid down his 7-Point Priority Framework, a comprehensive roadmap aimed at restoring integrity, efficiency, and public trust in the agency’s operations.
At the core of Lacanilao’s reform agenda is a firm commitment to “Zero Corruption” and “Non-Appearance” policy.
He underscored his resolve to eradicate fixers, red tape, and all forms of irregularities in LTO transactions.
“We will ensure that public service is delivered with honesty and transparency — not as a business, but as a duty,” Lacanilao stressed, echoing his principle of “Totoong Serbisyo, ‘Wag Negosyo.”
To further streamline operations, the new LTO Chief ordered the elimination of unnecessary procedures that cause processing delays and the removal of unwarranted fees that burden the public.
As part of his modernization drive, Lacanilao is pushing for the full digitalization of LTO systems, including integration with other government agencies, to make transactions faster, more transparent, and user-friendly.
He also reasserted his stance on strict enforcement of the “No Settlement” or “Walang Areglo” policy.
Lacanioso vowed that violations and disputes will be handled according to due process — without backdoor deals or special treatment.
Likewise, the new LTO Chief emphasized the importance of mainstreaming road safety measures across all relevant sectors, ensuring that policies and enforcement efforts align with the goal of reducing road crashes and saving lives.
Lacanilao stressed that the 7-Point Priority Framework represents his administration’s collective mission to transform the LTO into a modern, transparent, and citizen-centered institution that upholds accountability and genuine public service. ###
