ang isang kasunduan patungkol sa pagpapalawak nang pagiging kasapi ng mga Malolenyo sa PhilHealth.

Alinsunod sa Republic Act  No. 11223 na kilala din sa tawag na “Universal Health Care Act,” binibigyang proteksyon ang mga Pilipino sa kanilang karapatang magkaroon nang maayos na kalusugan. 

Kaya, binibigyang tibay nang nilagdaang kasunduan  ang pagkakaroon ng kooperasyon at pagtutulungan ng dalawang tanggapan upang mas lumawak at mas dumami pa ang mga miyembro ng PhilHealth sa buong Malolos.

Bagama’t nakasaad sa UHC Act na ang lahat ng Pilipino ay otomatikong miyembro na ng PhilHealth, dapat pa din silang magparehistro at magupdate ng kanilang mga personal na impormasyon kung kailangan, para makatanggap ng serbisyo at benepisyo mula sa PhilHealth. Lumagda rin sa nasabing kasunduan sina City Legal Officer Atty. Cyrus Paul Valenzuela, City Administrator Joel Eugenio, Konsehal Noel Sacay, Konsehal Michael Aquino at  SK President Patrick Dela Cruz.

2023 Malolos City Free Sports Clinic, itinakda

LUNSOD NG MALOLOS, Bulacan – Binigyang pagkilala ng Pamahalaang Lunsod ng Malolos sa pangunguna ni Mayor Atty. Christian D. Natividad, ang tatlong atletang Malolenyo sa isinagawang seremonya ng Lingguhang Pagtataas ng Watawat nitong Lunes, Hulyo 10 sa harapan ng bahay pamahalaan ng lunsod na ito.

Anim na medalya ang napagwagian ng mga Malolenyong atleta sa ginanap na 6th Heroes Taekwondo International Cahmpionship noong Hulyo 1 hanggang Hulyo 2 sa Bangkok, Thailand.

Kabilang dito ang Gold – Kyorugi, Silver- Solo Poomsae at Bronze- Pair Poomsae ni Jevaughn Jamian Delos Reyes, Bronze- Solo Poomsae Kyorugi ni  Francis Marius Bergado at Bronze – Solo at Pair Poomsae Kyorugi ni Amber Lheille DV De Vera.

Lubos ang pasasalamat ni Mayor Natividad sa mga kababayang atletang nagbigay parangal hindi lamang sa lunsod ng Malolos kundi pati na rin sa bansang Pilipinas.

Samantala, inihayag ni City Mayor’s Office-Sports Division Head Toti Villanueva ang pagsasagawa ng 2023 Malolos City Free Sports Clinic, na isang joint partnership project ng lokal na pamahalaan, Malolos City School Sports Federation at ng School Division Office City of Malolos.

Isinagawa ang pagpaparehistro sa nasabing sports clinic noong Hulyo 4 hanggang Hulyo 11 at  sisimulan ang pampalakasang pagsasanay sa Hulyo 17 hanggang Hulyo 28.

Ayon pa kay Villanueva, libre ang pagrerehistro at agaran nilang isusumite sa Marcelo H. del Pilar National High School Special Program in Sports Office. P40-billion income from medical cannabis by 2030 – Dr. Richard Nixon Gomez

QUEZON CITY — Dr. Richard Nixon Gomez, a scientist and investor, on Monday categorically said that “By year 2030, if approved by the government, a P40-billion annual income will be generated from medical cannabis alone.”

During the Media Health Forum in Quezon City, hosted by veteran radio broadcasters Rolando “Lakay” Gonzalo and Edwin Jose Eusebio, Dr. Gomez, president/chief executive officer and general manager of Bauertek Corporation, highlighted the capability of the Philippines to do medical cannabis locally even though the Dangerous Drugs Board (DDB) and the Food and Drug Administration (FDA) are still pushing for the importation of medical cannabis.

A few days ago a Senate hearing was conducted by Sen. Robinhood “Robin” Padilla, chairman of the Senate Committee on Dangerous Drugs, and vice chairman Sen. Jose Victor “JV” Ejercito on the proposed bill on the legalization of medical cannabis.

“Given all the credentials, all the capabilities of Bauertek, nagulat si Sen. Padilla na hindi pa binibigyan ng license ng DDB ang Bauertek such that they been coordinating with DDB since February this year, but to no avail,” Dr. Gomez noted. 

According to Dr. Gomez, some of the points raised during the discussion in the Senate were “Ang Pilipinas daw una walang kakayanan na gumawa ng medical cannabis at dapat imported lamang. Wala raw kakayanan ang Pilipinas at dapat imported lamang.

“Ang Israel ay nagresearch ng 19 years at dapat tayo ay magresearch din ng 19 years,” Dr. Gomez said.

“Proper indoor ang cultivation ng medical cannabis. Patient database na makokontrol ang paggamit ng medical cannabis na dapat daw magpatulong pa sa Israel,” Dr. Gomez added.

Dr. Gomez has been a radio broadcaster for two decades now, a licensed natural path practitioner and has been conducting free consultation for more than 100 patients every day.

The multi-awarded Filipino scientist and inventor has his own pharmaceutical company with license from the Food and Drug Administration to manufacture food, drugs and cosmetic products and with fully-automated manufacturing facility located in Sta. Rita, Guiguinto, Bulacan.

“We have the ability to control the amount of moisture inside the laboratory para hindi masisira ang ating mga gamot. We can also control the amount of pressure – negative or positive pressure. Nakokontrol din ang air purity,” Dr. Gomez stressed.

Dr. Gomez pointed out that Bauertek can extract 10,000 particles per unit which is 10 times better than international standards. Drug manufacturing, food supplements and cosmetic products, all in just three years.

“Bukod sa paggawa ng gamot, kailangan natin ng raw materials. Ang hirap dyan maraming raw materials ang hindi pumapasa sa standards ng Bauertek,” Dr. Gomez said.

Likewise, Dr. Gomez cited that Bauertek had a memorandum of agreement (MOA) signing which allocated hectares of land where a processing facility such that the herbal plant will be harvested in Don Mariano Marcos Memorial State University in Ilocos Norte in Region I.

“A processing facility is also established in Nueva Ecija in Region III. Hectares of malunggay are planted. Source of planting materials or binhi — 2 feet tall, after 30 days pinuputol at hinaharvest sa loob mismo ng government plant,” Dr. Gomez added.

In Isabela State University in Echague, Isabela, Dr. Gomez said, is where a non-GMO (genetically modified organism) tissue culture with own variety propagated and replanted is located.

“With hybrid luyang dilaw, which is high in corcumine, which weighs from 3 kilos, 5 kilos or 7 kilos are produced in Isabela facility. Corcumine has anti-cancer, anti-tumor properties and can also treat prostate enlargement,” Dr. Gomez added. – Perfecto T. Raymundo, Jr.

Bulacan mourns the passing of BM Toti Ople

CITY OF MALOLOS – The Province of Bulacan is in mourning following the unexpected passing today,
July 13, 2023, of First District Board Member Felix “Toti” V. Ople, one of the most seasoned public
servants and legislators of the Sangguniang Panlalawigan.
Ople’s public service spanned several decades as he became a one-termer councilor in 1995 to 1998 and
a three-termer municipal mayor in the Municipality of Hagonoy from 1998-2007. He was honored as the
Most Outstanding Mayor in the Gintong Kabataan Awards for his exemplary performance as a local chief
executive in the years 2005, 2006 and 2007.
As a legislator, he made significant contributions as he notably authored and co-authored several
ordinances positively impacting the development of the province. A few among them are Ordinance No.
2012-09, Resolution No. 098-T’12 or the ‘Panlalawigang Kautusan na Nagbabawal sa Paggamit ng Non-
biodegradable (‘di-nabubulok) Plastic Bags, Styrofoam at mga Kauri nito bilang Packaging Materials sa
Lalawigan ng Bulacan at Nagtatakda ng Kaparusahan sa Paglabag Nito’ and Ordinance No. 2012-01,
Resolution No. 036-T’12 or the ‘2011 Tricycle Code of Bulacan’.
He actively participated as a member of the Provincial Peace and Order Council, Provincial Disaster
Management Council and the Legislative-Executive Development Advisory Council. He was also the SP
representative on the Emilio G. Perez Memorial Hospital Board. Ople is beloved by many Bulakenyos for
his competence, quick wit, and kind demeanor.
Before Ople’s condition worsened, Governor Daniel R. Fernando paid him a visit to convey his care and
sympathy to the board member and his family. Expressing his sorrow for BM Ople’s untimely demise,
Fernando said, “Our province lost a good and compassionate leader, and I have lost a dear friend. He
did not only serve as a colleague, siya rin ay naging isang mabuting katuwang at kaibigan, naging
magandang halimbawa at inspirasyon hindi lamang sa kanyang pamilya kundi maging sa lahat ng mga
nakapaligid sa kanya. Taos-puso po kaming nakikiramay sa mga naulila ni Bokal Toti.”
Ople’s remains lie at the Christ the King Parish Greenmeadows in Quezon City and will be brought home
to his beloved hometown Hagonoy on Sunday, July 16, 2023. — PPAO

QC fights vs. fraudulent PWD claims, promotes accessibility

QUEZON CITY — The Quezon City government is fighting against fraudulent claims to get a Persons with Disability (PWD) identification card to ensure that assistance and support reach those who deserve it.

Mayor Joy Belmonte revealed that the city’s Persons with Disability Affairs Office (QC PDAO) has implemented rigorous verification processes to identify and eliminate individuals falsely claiming to have a disability to be included in the list of registered PWDs.

“The improper use of PWD IDs to obtain discounts, by individuals who are not legitimate PWDs is completely unacceptable. To address this issue, we have implemented an automated registration system which makes the process more efficient and secure,” Belmonte said.

The new PWD ID registration system uses the online portal QC E-Services wherein applicants must submit necessary documents as proof of their disability.

This automated process eliminated the need for in-person transactions, removing opportunities for patronage or the involvement of fixers.

Before the COVID-19 pandemic, the number of PWD ID holders in the city was about 78,000.

It has been decreased to 55,000 after the implementation of the automated system.

it has also been discovered that out of the 7,000 rejected applications, many contained counterfeit medical certificates or were submitted by individuals who did not qualify as PWDs.

Likewise, the city government is also prioritizing accessibility initiatives.

Plans are afoot to install more facilities, such as ramps on sidewalks and buildings like the City Hall, to enhance mobility for PWDs.

Private establishments are also being inspected to ensure compliance with the minimum requirements and standards mandated by Batas Pambansa Blg 344, otherwise known as the “Accessibility Law”.

Non-compliant establishments will be given warnings and penalized if necessary.

“Quezon City joins the nation in commemorating this year’s 45th National Disability Prevention and Rehabilitation Awareness Week, and we reaffirm our unwavering commitment to inclusivity and the empowerment of our PWD community,” Belmonte said.

As part of Quezon City’s celebration of National Disability Prevention and Rehabilitation Awareness Week, Belmonte is encouraging PWD residents to take advantage of the city’s services designed to assist and empower them.

Among these services is the “Pangkabuhayang QC” program, which offers up to P20,000 in financial capital and comprehensive support to PWDs who aspire to start their own businesses.

Also, the “Tindahan ni Ate Joy” program has been established to prioritize solo parents, including those in the PWDs sector.

Through this, eligible individuals receive a sari-sari store package, enabling them to start their own business and establish a sustainable source of income.

The city has also launched its Social Welfare Assistance Program to Persons with Disabilities who have not yet received any form of social service assistance from the national government.

It provides a monthly stipend of P500 to be distributed every three months.

The city government is also promoting inclusivity in the workforce by offering incentives to establishments that would actively employ PWDs.

Through collaborations with businesses and organizations, Quezon City aims to create equal employment opportunities.

To enhance accessibility and empower PWDs to lead independent lives, a comprehensive program has been launched for the distribution of assistive devices.

This includes wheelchairs, hearing aids, and walking aids.

Meantime, the QC Kabahagi Center provides free rehabilitation services, including specialized therapy interventions for children with disabilities and their families.

PAO vows to adhere with SC ruling on Code of Professional Responsibility and Accountability

QUEZON CITY — The Public Attorney’s Office (PAO) on Thursday vowed to adhere with the ruling of the Supreme Court (SC) pertaining to the Code of Professional Responsibility and Accountability (CPRA).

PAO Chief Atty. Persida V. Rueda-Acosta made the commitment such that the SC has already published in its official website on Wednesday which states “SC Denies PAO Request to Delete Section 22, Canon II of the CPRA.

“We hereby give the discretion and disposition as a lawyer to the individual resident public attorneys assigned in specific courts to comply with the sale rule in relation to Sections 13 and 18, Canon III thereof,” Acosta said.

Acosta advised the PAO resident public attorneys to reconcile it with the provisions of Article 209 of the Revised Penal Code (RPC) to avoid criminal responsibility and imprisonment, considering that said penal provision requires the consent also of the first client.

Among others, Article 209 of the RPC provides that “the penalty of prision correccional in its maximum period, or fine ranging from P40,000 to P200,000, or both, shall be imposed upon any attorney-at-law or any person duly authorized to represent and/or assist a party to a case, who, by any malicious breach of professional duty or of inexcusable negligence or ignorance, shall prejudice his client, or reveal any of the secrets of the latter learned by him in his professional capacity.”

Section 13 provides that “A lawyer shall not present conflicting interests except by written informed consent of all concerned given after a full disclosure of the fact.xxx”

The PAO chief also advised PAO resident public attorneys to adopt precautionary measures in handling conflict-of-interest cases to protect their life and limb as well as to avoid criminal and administrative liability.

Likewise, Acosta noted that all regional public attorneys, administrative officer V/designee of each region, service officers-in-charge, directors II and district public attorneys/district officers-in-charge shall be responsible for the proper dissemination of said issuance in their respective jurisdictions.

Men “with calling” may apply to become priests – Bro. Tito Revereal

QUEZON CITY — Bro. Tito Revereal on Tuesday, July 11,  revealed that men who are “with calling” may apply to become priests themselves.

The revelation was made by Bro. Tito in an interview by the Media House Express during the QC Media Hour program hosted by Quezon City Press Club President and Manila Standard veteran reporter Rio Araja II.

Bro. Tito is the program director of the Antipolo Seminary Foundation of Redemptorist Baclaran located in Baclaran, Paranaque City.

He said that single men may just approach the front desk of the Redemptorist Seminary in Baclaran, Paranaque City and they will be entertained accordingly.

Bro. Tito added that the seminarians or those who would want to become priests, are conducting their studies in Christ the King in E. Rodriguez Avenue, Quezon City, but when they take up their Theology, they continue their studies in Davao City where a Redemptorist College Seminary is located.

He stressed that they also provide financial assistance for water, food and electricity, especially to those who are less fortunate in life.

Bro. Tito noted that three months ago, they also helped a community in Bataan who complained of harassment and violation of their human rights.

He explained that firstly, they would send a priest in a community complaining of harassment for the assessment of the situation there. Once the said priest made the proper conclusion and recommendation regarding the area, the Redemptorist Foundation would then take the appropriate action.

The Antipolo Seminary Foundation also has a school in Mariposa Street, Barangay Bagong Lipunan in Quezon City.

Filipino inventor seeks govt’s help to use solar energy to power up e-jeeps

QUEZON CITY — A Filipino inventor on Tuesday, July 11,  sought the help of the government in order to jumpstart the use of solar energy to power up the electronic jeepneys.

In an interview with the Media House Express during the Bistag in Action program hosted by Allan Dodong Afable Hobrero, De Jesus said that nine balls would be needed to make a series of eight panels that would make an e-jeep to run.

He added that more than eight solar panels are needed to be able to maximize the potential of solar energy to an e-jeepney. 

De Jesus explained that he would also make the break system of the e-jeep to generate energy and not only consume the solar energy from the solar panels attached to it. 

The inventor cited that he would also make a design that the solar panels attached to the e-jeep while it is parked can also energize the home of the e-jeep owner. 

De Jesus noted that since fossil fuels such as gas and petroleum products are depleting and contributing to global warming with its emission of carbon dioxide into the atmosphere, it’s now high time to switch to alternative energy such as solar energy.

He expressed the hope that the Filipino people would also patronize the use of solar power so that dependence on fossil fuels would be lessened. – By Perfecto T. Raymundo, Jr.
