Magkatuwang na sinelyuhan nina
Gobernador Daniel R. Fernando at Bise Gobernafor Alex C. Castro ang pagtutulungan at nangako na susuportahan ang programa ng isa’t isa bilang pinuno ng ehekutibo at lehislatibong sangay ng lokal na  pamahalaan.
Nanawagan si Gobernador Fernando sa kanyang mga kapwa lingkod bayan na isantabi ang pulitika at sariling interes, at yakapin ang kanilang sinumpaang tungkulin na pagsilbihan ang kanilang mga kababayan.

“We can work independently in nature and in function yet together in principles and vision. Isa lamang ang ating layunin, ang makita na ang Bulacan ay isang maunlad, matiwasay, at masayang lalawigan kung saan may katarungan para sa lahat,” ani Gob. Fernando.

Gayundin, nangako si Bise Gobernador Castro na susuportahan ang mga programa ng gobernador at hinikayat ang mga kasapi ng Sangguniang Panlalawigan na ganoon din ang kaparehong gawin.

“Ang aking hamon para sa ating lahat, lalong higit sa ating mga kasamang Kasangguni, itaguyod po natin ang mga programa ng ating Punong Lalawigan. Ibigay po natin ang isang daang porsiyentong suporta sa kanya at sa kanyang pamumuno. Bigyan po natin siya ng hindi nahahating pakikiisa sa kanyang mga layunin. Kaya naman po ang atin ring pasasalamat kay Governor Daniel sa pagpapahayag ng suporta sa ating mga mithiin,” anang Bise Gob. Castro at pinunong tagapangulo ng SP.

Binuksan ng bise gobernador ang Ika-11 Sanggunian sa pamamagitan ng pagpapatibay ng Panloob na Alituntunin ng Pamamaraan, paghirang kina Majority Floor Leader Erlene Luz V. Dela Cruz, Assistant Majority Floor Leader Cezar L. Mendoza, at Minority Floor Leader Allan P. Andan; at pagtatalaga sa Chairmanship ng Standing Committees.

NUEVA ECIJA — Bilang pagsuporta para sa peace education, ginanap ang inagurasyon ng mga peace
marker sa Central Luzon State University (CLSU) ngayon, ika-15 ng Hulyo, 2022, ang kauna-unahang
itinatag sa isang unibersidad.

Nakaukit sa mga marker ang mga logo ng CLSU, Heavenly Culture, World Peace, Restoration of Light
(HWPL) – Philippines, at Volunteer Individuals for Peace (VIP), isang non-government organization na
itinatag ni Dr. Ronald L. Adamat, Commissioner ng Commission on Higher Education (CHED).

Ayon kay Dr. Danilo S. Vargas, Vice President for Administration, ang mga marker ng kapayapaan ay
simbolo ng dedikasyon ng CLSU sa pagtataguyod ng peace education. “Sa pamamagitan ng pag-iinsulta
sa mga marker na ito, ang CLSU ay mabibigyang-inspirasyon na higit pang palakasin ang dedikasyon nito
sa pagpapalaganap ng kapayapaan sa mga komunidad at sa mundo,” aniya sa kanyang talumpati.

Unang ipinahayag ni Dr. Adamat na magtatatag siya ng mga peace monument sa mga state universities
and colleges (SUCs) sa ilalim ng kanyang pangangasiwa bilang CHED Commissioner, noong Unveiling
Ceremony of the Peace Monument sa Siniloan Integrated National School na ginanap noong Pebrero.
Siya rin ang may akda ng memorandum order ng CHED na inaatasan ang mga SUCs upang ituro ang
peace education sa lalong mataas na edukasyon, bunga ng pakikipagtulungan na nilagdaan ng CHED at
HWPL noong 2018.

Ang Peace Education ay isa sa mga pangunahing inisyatibo ng HWPL. Ang HWPL ay nagsasagawa ng
Peace Education training para sa mga kaguruan mula sa mga katuwang na paaralan at mga boluntaryong
guro upang linangin ang mga mag-aaral at kabataan bilang mga tagapamayapa. Sa ngayon, 2,551 na
kaguruan na mula sa 557 institusyong pang-edukasyon sa Pilipinas ang nakatanggap ng pagsasanay na
magturo ng peace education sa tinatayang 23,000 na mag-aaral.

Sa kanyang talumpati, ibinahagi ni Dr. Adamat ang kanyang planong magtatag ng mga Peace Club sa mga
SUC simula sa CLSU upang ikintal ang ‘kultura ng kapayapaan sa puso ng mga mag-aaral’ at hubugin sila
upang makapag-ambag sa lipunan hanggang sa kanilang paglabas sa unibersidad. Plano rin niyang
magdaos ng isang music festival sa unibersidad para hikayatin ang aktibong pakikibahagi ng mga
kabataan sa pagpapalaganap ng kapayapaan.

San Miguel Corporation President and Chief Executive Officer Ramon S. Ang has been conferred the highest distinction given by the French government, the Legion of Honor, with the rank of Officier (Officer), in recognition of his contributions to strengthening ties between the Philippines and France by advancing shared economic goals and being a force for good.  

Her Excellency, Michèle Boccoz, French Ambassador to the Philippines, conferred the honor to Ang in an event marking 75 years of diplomatic relations between the two countries.  

According to the French Ambassador, the Legion of Honor is the most prestigious distinction given by the Republic of France, and is awarded in recognition of distinguished and eminent service.  

During the ceremony at the French Ambassador’s Residence, Boccoz thanked Ang “for the role you play as a businessman and as a philanthropist to strengthen those ties between France and the Philippines, and to promote friendship between our two peoples”  

Ang joins a short and distinguished list of Filipinos to have received the honor, including past Philippine Presidents.  

In bestowing the honor, Boccoz cited Ang’s efforts that led to the delivery of French humanitarian aid to the Philippines, as well as the strengthening of economic ties.  

The French Ambassador recalled Ang’s invaluable assistance in the aftermath of typhoon Haiyan in 2013, when, as then President and COO of flag carrier Philippines Airlines (PAL), he enabled the transport of aid from France to the Philippines.  

Following the calamity, Ang had already instructed PAL to fly rescue workers and aid for free. Incidentally, during the same period, PAL was also taking delivery of a brand new Airbus jet from Tolousse, France.  

In coordination with Ang, Airbus and the French government were able to fill the new aircraft with food aid and medicines, as well as transport French doctors and first-responders to help with the relief and recovery effort.  

The Ambassador also cited Ang for his “decisive role” in the establishment of a long-term partnership between Airbus and the flag carrier when it initiated a fleet renewal program under Ang.   

Ang has also continued to bring French expertise to its key infrastructure projects in the Philippines as part of SMC’s aggressive efforts to improve the lives of Filipinos, boost the economy, and help in nation-building.  

The Ambassador cited SMC and Ang’s selection of the Aeroport de Paris Group as one of its consultants in the development of the New Manila International Airport (NMIA), touted to be the largest and most modern international gateway in the Philippines.  

SMC has also tapped French firm Matiere for its various infrastructure initiatives aimed at decongesting Metro Manila.”  

“All of you here witnessing this ceremony today are well acquainted with Ramon Ang’s prestigious career and how under his leadership, San Miguel Corporation grew within a decade to become the Philippines’ top group in terms of market capitalization. As a businessman, sir, you highly contributed to the development of business partnership between our two countries,” Boccoz said.  

In his acceptance speech, Ang thanked the French government for the honor, usually reserved for the most distinguished French military personnel and civilians who have rendered exemplary service to France.  

Ang said: “This recognition inspires me and my colleagues in San Miguel Corporation — who I proudly share this with — to work even harder to deliver a better future for all and uphold the common values that we stand for and live by. “  

“Amidst the pandemic, we have remained committed to dedicating our resources to building back better, through initiatives that will help boost our economic growth and improve the lives of many of our countrymen,” Ang continued.  

“We also believe that pursuing sustainability is essential to achieving this. While we continue to do our part, we know we cannot do it alone. A successful development agenda requires collaboration across borders and amongst governments, businesses and civil society—one that is built upon our shared goals for both our people and our environment, “ said Ang.  

He added that the friendship between the Philippines and France has never been stronger, and that he will remain committed to further strengthening ties through partnerships that will deliver meaningful results for the Filipino people.  

In 2020, Ang received the Asia CEO Awards’ Lifetime Contributor Award after SMC, under him, mounted one of the biggest private sector response efforts during the pandemic.  SMC spent over P14 billion to donate much needed COVID-19 testing equipment, medical supplies, food aid, and various other forms of assistance to medical front-liners and vulnerable communities.  

He also emphasized reviving the economy as quickly as possible, enabling the continuation of all major SMC projects, including the completion of the Tarlac-Pangasinan-La Union Expressway (TPLEX), Skyway Stage 3, Southern Luzon Expressway (SLEX) Elevated Extension project, and the ongoing MRT-7, and NMIA projects.  

At the same time, Ang instituted programs and policies to ensure the safety, well-being and financial security of SMC employees.  Under Ang, SMC also successfully mounted a nationwide vaccination effort for its 70,000-strong workforce.  

As part of SMC’s sustainability strategy, Ang is also spearheading the multi-billion rehabilitation of the Tullahan and Pasig rivers, to help mitigate flooding and clean these major tributaries.  

CLARK FREEPORT ZONE, Pampanga (PIA) — Clark Freeport Zone contributed the biggest percentage of tourist arrivals in Pampanga in 2021, according to Department of Tourism (DOT).

Records from Office of Tourism Development Planning, Research and Information Management showed that Clark logged 640,353 tourist arrivals in 2021, or about 77.22 percent of the province’s tourist arrivals. 

Clark Development Corporation Tourism Promotions Division Manager Noemi Julian said the increase in the number of local visitors can be attributed to increased guests in hotels and restaurants, and return of organized sporting events inside the Freeport brought about by the easing up of health and safety restrictions, and wide-scale Covid-19 immunization. 

“People are now more confident in travelling to other places including family outings, reunions, attending face-to-face workshops and seminars, participating in organized sports events, and other outdoor activities,” Julian said. 

Meanwhile, Clark International Airport reported a total of 9,964 visitors, which equates to 6.08% of Pampanga’s tourist arrivals. 

This increased domestic tourism by 38.16% from 26,982,233 trips in 2020 to 37,279,282 trips in 2021.

TARLAC CITY — Central Luzon Regional Disaster Risk Reduction and Management Council (RDRRMC) member-agencies convened to discuss the preparedness activities, tools and protocols for the rainy season. 

RDRRMC Chairperson and Office of Civil Defense (OCD) Regional Director Cesar Idio emphasized the need to prepare and alert the response cluster in undertaking emergency response during calamities. 

“You observed that for the past couple of days, we’ve heard several [news about] flash floods and landslides in Ifugao, Bataan, and today, Tagaytay also experienced casualties. So, we need to be ready 24/7,” Idio stressed. 

He added that all member-agencies must be prepared to provide services to the possible affected families and communities. 

For her part, Vice Chair for Disaster Response and Early Recovery Pillar and Department of Social Welfare and Development (DSWD) Regional Director Marites Maristela expressed her confidence in the immediate disaster response of the council. 

“I just want to make sure, as your cluster chair, that we are ready to attend to the needs of our constituents in Central Luzon during calamities. In the past, we were able to respond immediately to the needs of the victims. But we have to sustain it,” she noted. 

As of July 12, according to Maristela, DSWD has 19,775 available family food packs (FFP), and 5,209 FFP prepositioned in warehouse hubs in Aurora and Nueva Ecija. 

“We have a total of 1,034 quick response team personnel on-standby across the whole region who closely monitor the situation in all provinces in coordination with the Provincial Disaster Risk Reduction and Management Offices (PDRRMOs), City Disaster Risk Reduction and Management Offices, and local social welfare and development offices,” she noted. 

Also, Maristela cited the available five sets of Children-Friendly Space Kits and Women-Friendly Space Kits to ensure the safety of disadvantaged children and women in evacuation centers. 

Moreover, there are 68 DSWD personnel trained on Mental Health and Psychosocial Support; 262 Field Office staff trained on Camp Coordination and Camp Management; and 30 Field staff trained on Logistics and Warehouse Management. 

The regional director mentioned that DSWD inked a memorandum of agreement with the Water District of Pampanga to ensure provision of potable water as part of relief supply to disaster-affected population. 

Meanwhile, Department of Health (DOH) stated the continuous delivery of essential health services such as medical and public health, and allocation of hygiene kits and assorted medicines to Provincial DOH Offices with or without a disaster.  

For its part, Department of Information and Communications Technology stressed the installation of CCTVs, training for Government Emergency Telecommunications Team personnel, and High Frequency (HF) Radio Weather Updating with HF bases stations in Bustos in Bulacan, Mabalacat City in Pampanga, Iba in Zambales, and Baler in Aurora. 

Department of the Interior and Local Government highlighted the dissemination of advisories and weather bulletins to local government units, capacity development for their personnel, and stockpiling of goods. 

Also, OCD presented an inventory of their non-food items and personal protective equipment stored in Clark in Pampanga, and Fort Magsaysay in Nueva Ecija. 

Armed Forces of the Philippines, Philippine National Police, and Department of Public Works and Highways affirmed that their respective personnel, mobility units, and other assets are ready for deployment. 

Department of Education and the Department of Human Settlements and Urban Development noted their close coordination with the other member-agencies.

Lastly, PDRRMOs stated that they are ready to provide food and non-food items, equipment and other assistance in case of a calamity. (Trixie Joy Manalili/PIA 3)

BULAKAN, Bulacan — Inilunsad ang unang serye ng mga aklat na iniakda tungkol kay Marcelo H. Del Pilar, na isinaling mainam sa wikang Filipino bilang paggunita sa Ika-126 Taong Anibersaryo ng kanyang kabayanihan.

Kabilang dito ang may pamagat na ‘Marcelo H. Del Pilar’ na iniakda ng isa ring bayani at kaibigan niyang si Mariano Ponce; ang ‘Taliba sa Paglaya’ ni Efipanio Delos Santos; ‘Lihaman nina Marcelo at Marciana’ at ang ‘Dasalan, Tuksohan at iba pang Dapat Ipag-Alab ng Puso’ na iniakda mismo ni Del Pilar.  

Ang pagsasalin ay isinakatuparan ni Perfecto Martin, pangulo ng Kabisera-Samahang Pangkalinangan ng Bulacan. Ipinaliwanag niya na bagama’t orihinal na nakalimbag sa wikang Filipino ang nasabing mga aklat, pinagtuunan sa pagsasalin sa mainam na Filipino ang ortograpiya.

Ibig sabihin, iniakma ang salin sa kasalukuyang basa at bigkas sa wikang Filipino. Halimbawa ang mga naisulat sa titik Y ay isinalin sa titik I. Ang mga ginamitan ng mga hiram na titik o salita ay isinalin sa mainam na wikang Filipino gaya ng ‘ciudad’ na ginawang ‘siyudad’.

Ayon pa kay Martin, layunin nito na mas mailapit sa karaniwang mamamayan at lalo na sa mga kabataan ang mga makabuluhang sulat ni Gat. Del Pilar ang mga iniakda para sa nasabing bayani.

Titipunin ang mga salin na ito bilang isang Aklat Plaridelina na halaw sa panulat ni Gat. Del Pilar na ‘Plaridel’. Sa kasalukuyan, libreng ipinamamahagi ng Kabesera ang soft copy ng mga naisaling mga aklat sa mga guro sa mga pampublikong paaralan sa Bulacan.

Ang sistema, sinumang mga guro o indibidwal na may interes sa mga aklat na isinalin sa mainam na Filipino, ay uubrang makipag-ugnayan sa National Historical Commission of the Philippines o NHCP upang mabigyan ng soft-copy na nasa PDF format.

Bukod sa pagiging isang propagandista at mamamahayag, kinikilala rin si Gat. Del Pilar bilang pinag-ugatan ng konsepto ng Katipunan na nagbunsod sa noo’y layunin na pagsasabansa o pagsasarili.

Sa kanya rin naugat ang unang pagsusulong na magkaroon ng mga sariling institusyong pang-edukasyon ang mga Pilipino, gaya ng School of Agriculture noong 1889 at ang State of Arts and Trade noong 1890.

Gayundin ang pagsusulong ni Del Pilar na magkaroon ng sariling Hukbong Dagat ang Pilipinas dahil sa noo’y sumiklab na Chinese-Japanese War noong 1894.

BAYAN NG OBANDO, Bulacan – Naghandog ng ayudang bigas nitong Sabado, Hulyo 9 ang Pamahalaang Panlalawigan ng Bulacan sa mga Obandenyong naapektuhan nang pagbaha kamakailan dulot nang pagkasira ng dike at floodgate sa bayan na ito.

Personal na ipinamahagi ni Gobernador  Daniel R. Fernando at Bise Gobernador Alex Castro ang nasabing ayuda na pinangasiwaan ni Provincial Social Welfare and Development Officer Rowena Tiongson at kanyang mga tauhan para sa maayos na pamamaraan.

Katuwang din ni Gob. Fernando sa maayos na pamamahagi  si Obando Mayor Leonardo “Ding” Valeda kasama ang mga konsehal ng bayan at bawa’t pamahalaang barangay nang naapektuhang residente.

Naninirahan mula sa mga barangay ng Panghulo, Catanghalan, Hulo Lawa at Paco at Tawiran ang naging benepisyaryo ng tulong na inihatid ng pamahalaang panlalawigan.

Nauna na ring nagpahatid si Gob. Fernando nang agarang tulong para sa pagsasaayos ng mga nasirang pamigil-baha sa 2 barangay sa Bayan ng Obando.

Matatandaang bumigay ang dike sa Barangay ng Paco na sinundan pa ng pagkasira ng floodgate sa Barangay ng Lawa, bago pa man maupo sa panunungkulan si Mayor Valeda.

Hindi naman naging hadlang na hindi pa siya nakaupo sa puwesto nang mangyari ang mga negatibong insidente para solusyonan agad-agad ang nasabing problema nang hindi na lumala ang pinsalang idinudulot nito.
