QUEZON CITY — The Civil Service Commission on Monday (June 10) urged government employees, who do not have eligibility yet, to avail of the grant of career service eligibility preference rating (CSE-PR).
CSC Resolution No. 2301123, otherwise known as the “Grant of Career Service Eligibility-Preference Rating (CSE-PR)”, which was promulgated on Dec. 7, 2023, to specific workers in government agencies based on length of service and work performance.
During the press conference hosted by PIA Director General Undersecretary Jose A. Torres, Jr., CSC Chairperson Karlo Alexei B. Nograles urged government workers who have been in the service for at least 10 years and have acquired relevant knowledge and skills but do not possess the appropriate civil service eligibility to apply for the grant of CSE-PR.
A preference rating of a maximum of 10 points shall be added to the failed rating range (70.00 to 79.99) to achieve the passing rate of 80.00 for qualified applicants in Career Service Examinations (CSEs), thereby qualifying them for Career Service Professional or Subprofessional eligibility.
“After the March CSC exam and the results are out, we will know who would achieve the 70.00 to 79.99, however, the CSC would not know who would pass the exam, but only the list of those who garnered the 70.00 to 79.99, the preferential rating will be granted to them after complying with the requirements,” Nograles said.
He added that for those who took up the March 2024 CSC Examination, they will have a period of six months within which to apply for the CSC-PR and to complete all the requirements as well.
The CSC Chief noted that the CSE started in the House of Representatives who taught of helping those who were beneficiaries of the Rasul Law, and they noted that most of the JOs (Job Orders) were not able to pass the CSC Exam to be able to obtain government service eligibility.
Nograles cited that the knowledge and work experience of government employees are more important, aside from education, training, experience and only eligibility was lacking for them.
Hence, the CSC decided to grant the CSE-PR for those JOs (Job Orders0, COS (Contract of Service) in the government service who have already rendered 10 years in government service and they only need to comply with the other requirements.
In the inventory of the CSC, the co-terminus positions with 21,905; 12,059 of which are from the local government units (LGUs); 126,238 casual employees, 104,000 of which are from the LGUs; 56,046 contractual employees, 17,083 of which are in all LGUs around the Philippines in different branches in difference regions in the country as of last year.
“Career positions with 200,889; non-career positions with 3,165 for a total 204,054 vacancies as of last year, but we will update this as soon as we complete this,” Nograles said.
“The total number of positions filled up as of last year, 1,751,975 are career positions; non-career positions 91,710 for a total of 1,973,300 career and non-career filled up positions as of last year compared to casual, co-terminus and contractual employees,” he added.
The CSC Chief clarified that the order of President Ferdinand “Bongbong” Marcos, Jr. on May 1, 2024 extending by one year the contract of employment of Job Orders, Contract of Service (COs) employees in government, whose service will expire by December 2024, and it was extended by President Marcos until December 2025 and here comes the preferential rating, there will be more chances for the JOs and COs to be granted the eligibility.
However, Nograles said, it is still the “prerogative” of the head of the agency whether or not to hire or fire any government employee in accordance with appropriate Civil Services Rules and Regulations. – By Perfecto T. Raymundo, Jr.
