CAMP BAGONG DIWA — Maj. Gen. Jose Melencio C. Nartatez, Jr. turned over on Wednesday (Oct. 9) the command of the NCRPO to Maj. Gen. Sidney S. Hernia at the Hinirang Hall here. 

Nartatez was promoted as the PNP Deputy Chief for Administration. 

June 27, 2023 when Maj. Gen Jose Melencio C. Nartatez, Jr. was appointed NCRPO Regional Director.

In managing material and human resources, there were 1,139 personnel punished, 458 of which were for dismissal. 

This reflects the command’s unwavering campaign against corruption. 

1,431 trainings were conducted. 

PHP98.86 million was invested in infrastructures.

PHP1.3 billion was distributed to personnel.

Nartatez was promoted to PNP Deputy Chief for Administration.

PNP Chief Rommel Francisco D. Marbil awarded to outgoing NCRPO Regional Director Maj. Gen. Jose Melencio C Nartatez, Jr. with Medalya ng Kagitingan sa Paglilingkod.

The termination and designation orders was read by Brig. Gen. Constancio T. Chinayog, Jr. effective Oct. 9, 2024.

Nartatez, in his message and reading of relinquishment of office, said that Gen. Marbil is kung aksyon mabilis. In short, Marbilis. 

Nartatez mother had been in the United States for about 35 years and was able to witness for the first time that Nartatez was relieved for bigger responsibility.

Also present were Nartatez family and also recognized the Class of 1992, Mrs. Reyes, Mrs. Marta Corpuz and the members of PMA Class of 1992.

Retired PNP officers Gen. Nick Bartholome, Gen. Alfred Corpuz, Gen Asec. Eli Cruz, the PNp saf, among others.

17 local chief executives, some of them were represented.

In October 2023, during the Barangay Elections, 100 individuals were arrested for vote-buying, which made the Barangay election a credible one.

“We manage our personnel and logistics in the NCRPO,” Nartatez said.

He cited that Normandy was infiltrated because they forgot their resources who lost the battle for not taking into consideration the cold weather, food and other logistics.

Nartatez had been reading 500 messages a day which affected his normal vision.

1.2 million awards and recognition were issued by Nartatez from June 27, 2023 until September 2024.

About 600 were dismissed and about 1,200 were punished with demotion, reprimand and other disciplinary action.

The punishment was done fast for 1,200 erring personnel, which is only 5 percent of the total personnel of NCRPO, to be fair for the 95 percent of all personnel.

Last August, the NCRPO was awarded with the “Best Regional Office Overall”.

From 7,000 plus, it went down to 6,303 or a six percent reduction of focus crimes and for this year, 16 percent reduction, excluding October, November and December.

The help of the mayors was important, especially with the provision of resources to the NCRPO. 

Nartatez accepted the challenge of being the PNP Deputy Chief for Administration. 

Police Maj. Gen. Sidney S. Hernia replaced Nartatez and assumed as Acting NCRPO Regional Director.

Hernia thanked Marbil for appointing him as Acting NCRPO Regional Director. 

He congratulated Nartatez for a job well done. 

“I will continue with the projects, programs and innovation,” Hernia said. 

“Let us continue what Maj. Gen. Jose Melencio C. Nartatez has done in the NCRPO,” he added. 

“Let’s make Metro Manila a safer place to live in,” Hernia said. 

Marbil, in his message, said that this is a transition period the reason why Acting NCRPO Regional Director. 

He cited that Nartatez will be the PNP Deputy Chief for Administration. 

The changes in the PNP from 1991 to 1998 were not truly responsive. 

The interim period in the PNP is six months. 

“I support the NCRPO right now,” Marbil said. 

“Lahat po ng nangyayari sa NCRPO, it reflects the whole PNP,” he added. 

“Sa ating lahat, ang gusto ng pulis ligtas ka,” Marbil said.
