MAKATI CITY – Presidential Adviser on Poverty Alleviation Secretary Larry Gadon on Monday (Feb. 17) said “I’m very sure Vice President Sara Duterte will be removed from office by impeachment.”
In a press conference, Sec. Gadon said that he has earlier advised Vice President Duterte just to resign and run for president in 2028.
He would like to prove that Sara Duterte does not command a vote such that in 2021 a survey was conducted by congressman through an internal survey of congressman where BBM had abig margin of win no. 2 was Leni, no. 3 was Isko and no. 4 was Sara.
Hence, it was proven that BBM then had the big chance of winning and then Sara did not run for president, she could only muster 3 million votes, hence, she did not run for president and she decided not to run for president and just run for vice mayor of Davao City.
Duterte decided to run as Vice President, if not, people will forget about her and she will not anymore be followed by the people.
Gadon has many friends congressmen and in Malacanang and Malacanang has realized that Sara Duterte has no chance of winning the Presidency. “I am sure that Vice President Duterte does not have the numbers or votes,” Gadon said, contrary to the claims of the camp of Duterte.
The PDP-Laban led by former President Rodrigo Roa Duterte is in a very shameful situation that their proclamation rally venue was merely appropriate for a PTA or Kiwnanis gatherings.
President Duterte only won in 2016 because he was supported by the Marcos loyalists, Gadon said, because there was no other choice. It could not be Mar Roxas, Gadon said.
Gadon challenged the Duterte camp to refute the alleged votes for Duterte. Vice President Duterte should resign now because the Senate might penalize her with perpetual disqualification with her conviction in the impeachment trial in the Senate.
For instance, Gadon said, if there will be a “four-corner fight” – Marcos side – red – either Marcos or Aquino and the other parties will just coalesce with other parties.
There are the NPC which coalesce with the PFP and other political parties, Gadon said, means that they (other parties) will just coalesce or follow with the other dominant political party.
“The Liberal Party or ‘dilawan’ has aconsistent votes of 15 million. And we don’t know whether there will be additional votes.”
He cited Gen. Guillermo Eleazar, who was supported by the PNP, AFP and the INC and yet he only garnered 10 million votes.
“A winning senatorial candidate should at least have 14 million votes,” Gadon said. Jimmy Bondoc is just entering politics now. He should team up with the winning team and he has no winning chance and if he coalesces with LP he has a chance.
The PDP-Koko side has a wide support, without which, the other PDP side, has no chance of winning the May 12, 2025 midterm elections.
“In the inciting to sedition, it does not require to have a public disorder. There is no need for an actual public disorder,” Gadon said.
Gadon disputed the claims of former presidential chief legal counsel Atty. Salvador Panelo III that “there is no crime from the grave.” Gadon said that the mere fact that you already issued a “threat” is already a danger itself.
Gadon admitted that he was disbarred as a lawyer because of the vendetta of Associate Justice Marvic Leonen, who is an ally of impeached Supreme Court Chief Justice Maria Lourdes Punzalan Sereno, who was sued by Gadon in the highest court of the land with a petition for quo warranto that led to her ouster as Chief Justice.
When the impeachment was acted upon in the 19th Congress with 215 votes and an additional of 25 votes, Gadon noted, the investigation of the NBI on the alleged death threats of Vice President Sara Duterte against PBBM, First Lady Liza Araneta- Marcos and House Speaker Ferdinand Martin Romualdez has not yet commenced.
Gadon is supporting the candidates of the Alyansa para sa Bagong Pilipinas. “This is a competition for debates but a conscience votes for reforms, for support for the advocacies of the administration. What’s your essence of a senator if you are not for reforms,” he said.
First of those are the constitutional reforms, which are being blocked by the Senate, such that if the Senators have the conscience to support such reforms, it would be easy and beneficial for the nation.
“There should be stiff study of the law and if the Senate would always block and hinder the reforms being pushed by the administration, then nothing will be achieved by the administration,” Gadon said.
Gadon endorsed former Interior and Local Government Secretary Benhur Abalos, citing his many years in government service such as the modernization of the Mandaluyong Medical Center, among others.
He also endorsed re-electionist Senator Imee Marcos, who is a personal friend of the senator, and the sister of President Marcos, Jr.
“All we have seen and heard during the investigation in Congress. She is really liable. The PCA has issued a certificate that there was no Mary Grace Piatos in the official records of the agency and others. It means that they are not real people, hence they are all ‘bogus’,” Gadon said.

“She (VP Sara) does not know anything. She could not express herself without reading a note. In 20 years, for the first time, the employment rate has gone up 29.6%,” Gadon said.
“President Marcos has ratified the RCEP (Regional Comprehensive Economic Program) which resulted in 37% increase in exports in Malaysia, Vietnam has an increase of 17% because of the coordination of President Marcos with other ASEAN countries – 10 member states,” he said.
Jollibee has already reported an increase in its income prior to the pandemic. 38,000 units per month was the volume of vehicle acquisition because the Filipinos earned additional income because of other economic activities which resulted in the decrease of unemployment rate.
More activities were generated even for those at home through online nwith more equitable distribution of economic wealth.
“Per middle class status is now being achieved, according to the World Bank, who also said that the Philippines is the second fastest growing economy in Asia,” Gadon said.
India then had zero export even with Vietnam and in fact, China was the biggest importer because of their needs. This year, India has opened up. China imported2.2 million tons from India in January 2025.
